He is helping the inmates who have served their sentence but are still locked up in jails because they were unable to pay their fine due to poverty or some other reasons. As a matter of fact a convict has to pay a fine as well as serve a sentence for his misdeed and if he fail to pay the fine, individual has to serve an additional prescribed sentence.
Definitely it can bring a smile on the face of all the people who are going to be released as they are serving additional sentence due to pending fines ranging from Rs 500 to Rs 10,000.
